I think it's the rest of Canada that fails to grasp the economic benefits of having a comprehensive childcare system. Of course, Quebeckers pay higher taxes. So the only reason we wouldn't be able to afford it, is because the federal government would be too chicken to demand the money from taxpayers to pay for it.
