Unfortunately historical revisionism of this nature seems to take hold, it’s like the US claiming the nuclear air burst over Hiroshima that destroyed something like 70% of the buildings and killed an estimated 80,000 people was an example of “precision bombing” - and I have heard those claims.
I’m wondering what “encouragement of dissent” the speaker could possible hvae had in mind. Certainly some clerics in Latin America supported the various pro-democracy movements (which were largely socialist). Apart from that, I can’t think of too many instances.
