A new U.S. intelligence report says Iran halted its nuclear weapons program in 2003 and it remains on hold, contradicting the Bush administration’s earlier assertion that Tehran was intent on developing a bomb.
Or is it more reasonable to assume that what we’ve been hearing out of them regarding Iran and its’ nuclear ambitions has simply been more spin and deception?

That NIE was put on hold for a year, with the White House consistently sending it back for “re-drafting”.
