He addresses a point that many people cannot seem to wrap their heads around - that being, without government there does not necessarily have to be lawlessness.
How can you have law over a large population without some agency to enforce it?
It is functional on a small scale, that’s how groupings of early humans into larger tribal units came about and developed, but once you get to population densities like what we have today, how can you have you expect large groups of people to behave sanely and reasonably towards each other without codified laws and an agency to enforce them? Especially as resources become scarcer.
