This ‘it’s all the fault of those nasty Liberals’ crap in the House is getting more and more tedious each and every time I see or hear it. Possibly Harper should just commission a poll and ask Canadians if they are aware of the fact that the Liberals screwed the pooch on a wide range of issues during their term in office; and when the answer comes back a resounding “yes Beloved Leader, we are aware” he can instruct his people of that so they can quit harping on it in the House.

Once again in question period we see the Liberals blamed instead of an answer given.

Mr. Bernard Bigras (Rosemont—La Petite-Patrie, BQ): Mr. Speaker, in an annual report submitted to the United Nations, the government itself admits that if nothing is done, greenhouse gas emissions will surpass by 47% the 2010 Kyoto protocol targets. We should remember that the government’s clean air plan has no reduction targets until 2011.

Why is the government so bent on not taking action now to deal with greenhouse gas emissions, when it has noted the urgency of the situation?

Mr. Mark Warawa (Parliamentary Secretary to the Minister of the Environment, CPC): Mr. Speaker, as the hon. member knows, this was a report that the Liberal government was supposed to table with the UN on January 1, just prior to the election.

That report said what the member said, that the Liberal government’s plan would have brought us 47% above the Kyoto targets. The big question is, why would that member support a government that has a failed Kyoto plan? It makes no sense.

Where is the answer to the question asked in the response that was given? That sort of thing may make for good TV, may result of lots of government side applause and back slapping, and probably satisfies the ‘the CPoC can do no wrong’ crowd, but the fact is that ‘those nasty Liberals, blah, blah, blah’ is not an answer to the question asked.

Prior to the last election the CPoC (quite rightfully) said that question period was unproductive because the government side of the House refused to give straight answers to simple questions, and once again they have shown that they are really no different than the Liberals in this respect.

There is a reason that question periods exists, and there is a reason why it is a public session. Canadians have the right to expect answers to questions asked in the House, not the ducking and dodging we saw from the last government, and continue to see on a daily basis from this one.
