It is really doubtful that any of the proposals on the table, including this one, will really make much of a difference in the Mexican immigration issue that has much of the United States all-a-flutter.  The sheer number of people in question precludes any simplistic solution from working.  Instead of encouraging more recent ”illegals” to apply for visas, this proposal should have the effect of fostering an even more robust sub-economy of illegal workers and immigrants.  The problem, I think, is that tens of thousands of Americans like having cheap nannies, housekeepers, dishwashers, labourers etc. etc. at their fingertips.  As long as that demand exists, there will be illegal immigrants to fill the positions even with Minutemen, the National Guard, and fences across the southern States.
