“The War on Terror”, and invoking that name grants absolution to all in this day and age doesn’t it? If Blair had any credibility left to lose this would be another incident that ate away at it - since he doesn’t one can assume he is going on the “I got nothing to lose so why not” premise.

What’s not to back….. police force executes dark skinned man in subway, issues lies about the circumstances surrounding said shooting, offers dark skinned family of dark skinned man a few bucks, gets caught in a massive lie and attempted coverup, and the nations leader says he has “full confidence”.

Certainly events to inspire confidence aren’t they?

It’s all probably a moot point anyway; just before the event the London subway had been bombed by terrorists, transit riders were edgy, the cops were edgy - all Blair and the police will have to do is mutter things like, “War on Terror”, and “high alert”, and “regrettable incident”, and “suspicious circumstances”, a few times, and, if the British public is fearful enough, they to will mutter things like, “War on Terror”, and “high alert”, and “regrettable incident”, and “suspicious circumstances”, a few times and then forget about it.
