Systemic: (adj) Relating to or affecting the entire body or an entire organism
A US Army investigation has found systematic abuse and possible torture of Iraqi prisoners at a base near the city of Mosul
An officer found that detainees “were being systematically and intentionally mistreated” at the holding facility in December 2003. The 311th Military Intelligence Battalion of the army’s 101st Airborne Division ran the lockup. Now… lets see what the actual charges, if any are laid, actually read - note that at the time this article says that no one was punished. Will it be more of the usual “abuse” and “mistreatment” and “dereliction of duty” and, if they’re really concerned about how the world looks at them and seek to avoid being labeled as the hypocrites they are just “possibly homicide” — or will the charges read torture, and if so, how will the Bush backers seek to minimize it for the masses?“There is evidence that suggests the 311th MI personnel and/or translators engaged in physical torture of the detainees,” a memo from the investigator said.

Minor quibble, but why did you define “systemic” when the word used was “systematic”. Two entirely differnt words, and the word actually only implies that the person who was abusing the prisoners did so in a methodical way, not that it pervaded the whole “system” of the military, as the word “systemic” implies.
I also believe that this abuse is likely systemic, but that’s not what this quote said.
