….no election is credible — not even a first election in an Arab country — if it doesn’t fairly represent the wishes of the governed. Mr. Rumsfeld says that a partial vote, one in which only 75 percent of the country participated, would be better than no election at all.
I’m willing to bet that if this election were more about what is good for Iraq and less about what is good for Bush’s reselection campaign this sort of thing wouldn’t be acceptable in the U.S. either - and indeed it may not be after the first week in November regardless of who wins, but for now…….
