…I have asked Congress to provide an additional $23 million for high schools who want to develop and carry out drug testing programs.

This is ludicrous. At what point will the intrusions into the lives of ordinary people, students in this case, south of the border end? Hauling a random kid, or group of kids, out of class so they can go pee in a bottle to prove to their teachers that they’re not taking any sort of drugs should be considered a violation of individual rights unless the teachers or the school has solid reason to believe that there is a problem.

Can you imagine the public outcry if the police set up random road side checks and made drivers hop out of their cars, provide proof of identity and address - and then pee in a bottle for drug testing… regardless of whether or not the police had any reason to believe the person was using any sort of drug? Note that it is not being suggested in post-secondary institutions - it’s not difficult to clue into the idea that Bush knows those students are old enough to vote and he could not get away with this sort of plan if it directly affected the voting public.
