U.S. orders foreign airlines to add guards:

Air Canada says it is ‘fully compliant’ with security rule.

The U.S. Department of Homeland Security has ordered Air Canada and other foreign airlines to put armed air marshals on some flights to the United States amid renewed concern of a terrorist attack. Under emergency air security rules that took effect yesterday, the United States will require international carriers to place armed government officers on any commercial or cargo aircraft that U.S. intelligence agents deem a security risk.

How long before they decide that it has to be their under cover people on every plane?

Homeland Security officials review the passenger and crew manifests of all planes bound for U.S. airspace.
